Circuit Judge Mooney announces he’s seeking reelection

Jonesboro, AR – (JonesboroRightNow.com) – Aug. 18, 2025 – Circuit Judge Charles “Skip” Mooney, Jr. announced Monday he will seek a second term as Circuit Judge, Division 5, for the Second Judicial Circuit.

He serves as general jurisdiction, a juvenile judge, and Specialty Court judge. He also serves as the Specialty Court judge for the Crittenden County Adult Drug Court and the Poinsett County Adult Drug Court.

Mooney has presided over thousands of cases throughout the Second Judicial Circuit. He has never been reversed by an appellant court, according to the news release.

“It has been a privilege for me to serve as Circuit Judge, and I have been committed to providing fairness and justice for those that have appeared in my court,” Mooney said in the release. “During my last campaign, I promised to do whatever I could as a Circuit Judge to reform our judicial system to address the recycling of so many in our overburdened criminal, juvenile, and DHS court dockets. Dockets that involve thousands of people suffering from chemical addiction and related mental issues, most of which started using at a very young age.”

Mooney was a major factor in establishing an Adult Drug Court program for Poinsett, Arkansas, the release said. If reelected, he said he would want to establish a similar program for Clay County.

Mooney represented families and businesses in all areas of the law for 38 years throughout the circuit before taking the bench.

“I am blessed to have to been able to learn from so many great lawyers and judges throughout my career,” Mooney said in the release. “With my experience involving all types of legal cases, I know that I can still be part of the solution, and I will serve everybody with respect, real justice and fairness, if given the opportunity to serve another term.”

The Second Judicial Circuit covers Craighead, Clay, Crittenden, Greene, Mississippi and Poinsett Counties.
