Craighead County, AR – JonesboroRightNow.com – A new statewide initiative will enroll all Craighead County youth currently in foster care into the newly established federal Trump Account program, a tax-advantaged investment initiative designed to help vulnerable young people build long-term financial security.
The program, created under the federal legislation titled “One, Big, Beautiful Bill Act”, aims to bridge the financial gap many foster youth face as they transition into adulthood. By enrolling youth early, state and local officials hope to provide a structured foundation for personal savings.

“Establishing a savings account is a key step that better positions children to thrive as they grow and become adults,” said Tiffany Wright, director of the Division of Children and Family Services (DCFS). “However, we know that this can be challenging, especially for youths who must enter foster care. This program helps close that gap and ensure that all children can begin to save for their future.”
Program Guidelines and Structure
The Trump Account program features specific contribution limits and guidelines tailored for minors:
- Initial Funding: Children born between January 1, 2025, and December 31, 2028, are eligible for a one-time, government-funded contribution of $1,000 to launch the account.
- Contribution Rules: Family members, legal guardians, non-profit organizations, and employers can contribute to an individual’s account, up to an annual limit of $5,000.
- Withdrawal Terms: Funds become accessible on January 1 of the year the beneficiary turns 18. The accounts use tax-advantaged growth rules similar to those of standard Individual Retirement Accounts (IRAs).
“This is an incredible opportunity that will positively impact families for years to come,” added Janet Mann, secretary of the Arkansas Department of Human Services.
The roll-out comes during a period of shifting metrics for the state’s foster care system. According to recent data from the Arkansas Department of Human Services, the number of children statewide awaiting adoption has dropped below 200, a historic low since data collection began.
In February 2023, Arkansas Governor Sarah Huckabee Sanders signed an Executive Order to bring together foster care advocates statewide to craft recommendations that are now being implemented in the Natural State. According to a Sanders press release, the administration also added $1 million to the foster placement budget in 2025.
